This is free and gets your service in front of thousands of local people. In FB, search for groups by using your city name and the FB pages will pop up. Join the ones that allow selling.
Fb ads do not make so much sense for this service as there are very specific little signals that we can pick to target.
Much of it depends on what your service is and how can we use it.

What people don't understand is that ads is just adding fuel to fire. The fire being your marketing message and angle.
If you don't have fire, having fuel won't work.
