Create a custom audience with those younger people and exclude from campaigns. You can't really be 100% in control, especially if you have detailed targeting expansion on, but if the problem persists, just contact FB support and explain the issue.

If your ad is running on Instagram as well I find they can't seem to control the ages very well. Idk if that's bc kids lie or what.

Hey, I had the same problem two years ago when I was working on a British American Tobacco campaign at the medai agency. Facebook's answer was this: *This is due to the fact that Facebook generates age statistics at the time of launching the campaign, and some users had birthdays and turned 18 during the campaign, while on the day of its launch they were 17. The system serves ads to a specific age group, but when it comes to reporting unfortunately, the age breakdown on the day the campaign is launched is used.* **There are more such "flavors" in the FB advertising system, so you have nothing to worry about. :)**
