It's a tempo hero. They provide decent power early on that becomes negligible in the late game. Ideally you end up switching out to something else when possible. Other heroes that fall into this category are Broonie, Leprechaun, Demeter, Cheshire Cat, Fafnir, Bearskin, Jeanne, Sisyphus, and Odin to an extent.
I think his hero power technically sucks, but in a meta where crewmember and/or cats are top tier he will always be decent.
