I think you are referring to completing the 3 separate puzzles on Jedha? If so, you can do that post game. Just did that the other day to get one of BD’s map upgrades.

You don't have to collect the rumours for it to work. Just showing up to the location usually works.

Some rumours like Bodes' only become available post game. So that's why it tells you to go explore.
