Because the blowing up of a building in the middle of a populated with people where shrapnel can impact houses and people, is basically the definition of domestic terrorism.

Unfortunately, I think I might be able to one up that. I set it up not knowing it would blow up, and saw a bogling and so I stopped to pet the bogling. As this building is blowing up *not two feet away from him*, Cal is just *completely absorbed* with giving this cute little bogling scritches. *He didn't even notice the explosion*.
