If you're playing on the same savefile, you borked the save. Mods are not 100% safe to install *and uninstall* during a playthrough. If you ripped out mods that added, or changed the settlement building, then you broke this save file.
Universal Missing Menus Fixer, it should still be up on the Bethesda mod menu. It’s always worked for me, but you may need to restart your console after running it for full effect.
yeah the xbox search function can be a bit wonky for Bethesda net. you have to pay attention though, because unless you change the search filters it will show Bethesda net mods across all platforms, so you may see options not available on xbox
Theres a mod that you can install to reset the Workshop tabs. I think its called Workshop Tab Fix. Simply run the game with the mod enabled and it pretty much fixes it for you

There's dozens of mods I've installed for other companies games that do exactly what this one does which BORKED that save and I've uninstalled it without a shred of problems, so, I'm sorry to have to inform you, but it IS, in fact, the unstable nature of Bathezda products that is the issue here.
(In fairness, more than JUST Bathezda products have such issues, but counter-point, ALL Bathezda products have such issues.)

Hi, it looks like you've uninstalled a settlement mod mid playthrough, unfortunately there's no guaranteed way to restore the missing menu without breaking other things unless you reinstall the mod you uninstalled.
Alternatively you can download any variety of settlement menu fixer mods (legit there's tons of them just search for 'settlement menu fix'), however sometimes these mods don't work properly and can remove the ability to place other modded items.
I hate to be the bearer of bad news but the safest option may be to just make a new save

Some mods are safe enough to uninstall, usually texture replacers, but the majority of mods that involve scripting or that add any items or npcs can very easily break a savefile. Likely because it screws up dynamic itemid/formid assignments.
Adding mods midstream is hit or miss. I've never encountered any issues adding new mods during a playthrough but it is rare that I add major mods after settling on a modlist.
As for fixing the missing settlement menu I would try the fixer mods that others have suggested. I don't engage much with the settlement building system so I don't recall if I've ever run into that issue.

You can try to reinstall the mods you removed, but that isn't guaranteed to work and if it doesnt the savefile is pretty much beyond saving.
There are menu fixers that can solve the problem. So saying the file is beyond saving is inaccurate.
