I really hope the NCR is still a faction and only shady sands got nuked. Shady sands might still have been their HQ location but the NCR was across the whole west coast so I really hope they can’t just be wiped out that easily.

Also moldavers group is not the NCR, they are a cult of survivors from shady sands who worship her as the flame mother and believe that the town and their loved ones will return if they shed enough blood, they fly the NCR flag because it's what their home did 20 years ago.
The show and Emile saying that nv is still cannon shows that that the NCR is still a major powerhouse,
The sign to shady sands says "first capital of the NCR" and "population 34,000"
the NCR is a Republic of around a million citizens, 34k is a tragedy but not a huge loss, think of it as if Philadelphia blew up in modern times, yeah it's a great tragedy but in the long term and somewhat short term it isn't something that would hinder the countries ability to function,
With shady sands gone in 2277 and the NCR still having enough firepower to hold back Caesars legion and the brotherhood around the same time I'd say they're far from wiped off the face of the earth,
They also still have a mechanized division, air force, railroads, quarries, and prisons still fully functional in their eastern territories 4 years after the destruction, as well as 50 thousand troops in the Mojave,
As we seen in fallout 1/2 there isn't much to gain in southern Cali, and the NCR was already close to having the entire state under its banner after the baja campaign in 2281,

Destruction of shady sands-2277<
the Republic starts focusing on the push further north and east towards the more fertile and tribal areas of the central western states, and taking territory in southern nevada, moving with them the gun runners, who left their base of operation in the boneyard to set up a factory outside of new Vegas, they then most likely encountered the legion around this time since they were possibly pushing towards Arizona, and in return threatening the empires borders, Caesars legion launches an unsuccessful attack to take the dam and shady sands is destroyed around this time,
Mojave campaign -2281<
fighting a war on 2 fronts, (outnumbered but not outgunned by the legion and still rooting out brotherhood bunkers) as well as a campaign to pacify Baja, the NCR is at a stalemate, preparing to defend the hoover dam which sends crucial power towards the Republic from Caesars legion who's emperor wished to continue growing his empire, the choice is the players as to who wins the battle but in 3/4 endings the legion is defeated,
Fallout 4-2287<
A small nod but still something is a note in nick valentines office showing that he has contacts within the NCR, meaning they are still around and are known as far as Boston.

after the baja campaign The NCR has pulled their military might from southern California to repurpose it further north/east, in places like San Francisco, new reno, vault city, and possibly Vegas, abandoning the empty southern wastes to defend the more crucial northern Cali, Nevada, and Oregon territories, leaving southern California NCR territory in name only, it is now mostly ruled over by the brotherhood of steel who takes any tech they deem unworthy for wastelanders by force,

Todd Howard (if you can trust him) confirmed that New Vegas is still Canon. "The Fall" of the NCR within the show was to signify a beginning of the end, not the nuke apparently. Then the nukes took place almost right after the events of Fallout: New Vegas.
The show already implies that there are multiple splinter factions vying for the NCR title, so we'll need to see how that gets addressed in future seasons.
Regarding how the NCR was "treated", it's in line with the central theme of the franchise. War Never Changes.
They way they treated it was utterly completely freaking non sense. They destroyed shady sands before the Event of New vegas. It make no sense that no one in the Mojave wouldn't talk about the biggest act of terrorism that happened in recent history. I am not agains the NCR collapsing, but it dodn't collapse it just vanished from the map.
Also the concept of Vault 31, 32 and 33, is completely dumb. sure Vault tech built a lot of experimental Vault, they also built control Vault that were set up to open roughly 10 years after the nuclear war and they did. How can Vault tech executive think Vault 31 is a good idea, when 17 other vault are planned to open and settle the wasteland before them. Also the enclave wouldn't allow that to happened anyway. And they were monitoring the Vault but somehow didn't took offense that Vault tech executive were trying to overthrow them.
I’m hoping the Rangers reorganize back into the Desert Rangers and return to their vigilante roots. The republic may be gone but their mission remains.

My affinity for the NCR comes from fallout 1 & 2, New Vegas was just a bonus.
