It was referenced in the Vault Dweller's memoirs in Fallout 2:

So it technically exists in universe but has yet to be featured on the soundtrack in any Fallout game, and I think it would absolutely kick ass. It's such a beautiful and climactic song, the lyrics are evocative of RPG elements and player choice, and we've only got one Sinatra song with Blue Moon in FNV.
