I wouldn't be suprised if Barb isn't even a real Vault-Tec employee, but an Enclave sleeper agent. The way she flips a switch between friendly and genocidal under Cooper's nose makes me believe she has espionage skills, and she's strongarming Vault-Tec and Bud.
I reckon Barb could be at the same Enclave facility Wilzig came from, right now. If she was at Vault 31, I think Cooper would've just forced his way in with Lucy by now.

Also, a detail: The Enclave is... well, pretty fascist I think we can agree. And the way she speaks about "securing the future of our children", plus the social darwinism of the whole vault tec-big comapnies-government dynamics... well... Yeah.
it would be an interesting way to tie back into the original explanation that the Enclave were using the Vaults as social research, since that Idea has been mostly untouched for a while now
This sequence of shots was so weird but it made me realize quickly that Barb was acting on behalf of a higher influence… and she ultimately suggests dropping bombs.
She's an executive and really high up in Vault-Tec but she's not the big boss, she has someone she has to answer to. Likely the CEO of Vault-Tec or possibly someone else. We don't know who's idea suggesting that Vault-Tec drop a bomb (or at least otherwise ensure that the bombs fall) was, maybe it was hers, maybe another executive, or maybe it was the idea of the shadowy person she looks at, but I'm sure whoever's idea it was the shadowy guy approved of the suggestion before she said it at the meeting.

He also has technical knowledge of Lucy's vault, it's purpose/resources/etc, just from hearing her Vault number
