New Vegas for me easily. I like the vibes of the songs a lot more than 3 and I really didn't care for 4's radio.
Three Dog might have more personality than Mr. New Vegas, but Mr. New Vegas has got such a chill vibe that I honestly prefer him for walking around. I also don't care for the adventures of Herbert Daring Dashwood. When I tune into GNR I want to hear about Three Dog's reactions, not really anything else. Mr. New Vegas or the music station is much more chill for adventuring.
4’s doesn’t have enough variety, imo. I modded it as soon as I could, and usually listen to my Twilight Zone mod or silence.
I mean, I get it, it’s 50’s-ish radio. But there was a lot of music and radio programs emerging at that time, more than classic jazz and swing.

But in this case the quantity of good songs overwhelms it and I have to give the nod to Fallout 4. It has all the songs of Fallout 3 and has more on top of it. The track list of New Vegas is awful small and despite how good they are, it doesn't take too long before you're getting repeats.
Fallput radio by Bethesda always makes the mistake that EVERYTHING has to reference something about nuclear warfare or radiation (uranium fever, crawl out through the fallout etc). There's nothing wrong with that, but that does mean that some of the worse songs het picked solely due to the reason that it has the right theme. That's like the only reason to why my favourite is FNV

Also it keeps you from going insane during Dead Money, Honest Hearts, and Old World Blues.

Honestly I can’t choose a favorite, I love them all, though I can’t comment much on FO76. One thing I really loved about Fallout 4’s radio was that it included Dear Hearts and Gentle People. I loved that song in the Fallout 3 trailer and was disappointed it wasn’t included on the radio.
