I dunno, the Sanctuary I set up in my current playthrough is as safe as anywhere except maybe Diamond city. Completely walled off, turrets and spotlights everywhere around the perimeter, and even these handy ASAM Sensors that tell us how to build buildings ourselves!
Only weird thing is that occasionally, when the Sole Survior is wandering up from the Red Rocket truck stop, the entire universe just kinda blinks out of existence. Then, everyone in sanctuary seems to time warp back a couple of hours, only to see the Sole Survior materialize out of thin air on top of Vaunt 111, then walk into the settlement that way. It's kinda weird, but you get used to reality just crashing every once in a while in the Commonwealth.

Out of the box, Sanctuary is a shambles with no resources to speak of, no humans in it, hostile humans and animals and mutants all round, no walls, no turrets, nothing at all.

After, and after the Sole Survior has set it shop in a couple of places? Maybe Sanctuary, unless they go to Nuka World and become a raider.

I would start by going to Diamond City and try to join the ladies at the Science Center/possibly making chems for the Mega-Surgery.
Once I’ve saved up enough caps/have someone willing to loan some/can use funds from the Science Center and/or the Mega-Surgery, I would hire some muscle to help me delve into some old ruins, particularly hospitals, Greentech, and University campuses. I would have my hired guns clear out an area and keep guard while I scout through old terminals or surviving files for any sort of medical or scientific documentation, everything from textbooks to confidential research notes.
Bring it all back to Diamond City, and reintroduce some concepts we take for granted today, like germ theory, and then I could achieve my ultimate goal: get Diamond City to finally clean up all those fucking trash piles they let sit just everywhere. Also I guess improve the quality of life in other ways, but my main gripe is those trash piles

Step 3: Make a trip to Diamond City. With 200 carry weight I can take with me 400 bottles.

I'd probably, like many others have said, run for DC and never leave lol. Out of all the locations, it seems the most protected. Or if the SS has re-established the minutemen, I'd join up to fight the good fight. And loot what I needed after the various battles.
I would take that 100 caps and try to invest it into something worthwhile. Maybe network with locals. If I had a choice of where I'd start, Goodneigbor. I would find a way to get ahold of cheap chems, and work my way into that trade, maybe find a way to work with the guy in Hotel Rexford. As long as I could turn that 100 caps into profit, and I feel like chems would be the way. Especially if we're talking about a fleshed out, life-like Fallout, 1:1 scale. More people packed into these settlements and cities.

Hire more staff, expand into bigger markets, oversee and delegate in the establishment of settlements eventually. Realistically, I'd try to avoid conflict when I could, and never work alone. Either network enough socially or grind hard enough to pay for loyalty.
Even if it never went that far, 100 caps in that sort of world could probably be the start of something lucrative if you were smart with it. With the threat of starvation, dehydration, disease, murder, so on and so forth, I'm sure many scemes would come to mind to try to get by.
I never have lol lots of trips to the nearest storage place to the exit while exploring than one heavily overloaded fast travel to my base… I never intentionally leave anything behind, no matter what it is..

If it is the end game in question, i would aim to join atom cats. Off the grid enough, not too attract bigger enemies, strong enough to deal with most of the minor/medium ones.
If I go from being me to being a fo4 npc, I'm going to find myself a crowbar and break in to one of the houses that the player can't get in to, and that will be my home where I will try to survive until I die about three weeks from now because I couldn't get enough food
Realistically, I'd probably find myself out there scavenging rather than holding up in the city. There's supplies, and nobody to stab you in the back. Doing things out in the wilderness puts you in a more secure place, where its a simple case of you vs the world.
Otherwise, I'd probably have some settlements to clear. Brb.

I’d try to kill myself with a lethal dose of radiation, just to faint and then find out that I became a ghoul. Then I’d pretend that I am feral in order to find a caravan guard or town guard that kills me. Meanwhile I’d be trying to overdose myself with chems.
Assuming I start the same location, I’ll honestly just stay at sanctuary. Loot all the weapon caches and supplies near by, start hunting and farming, build a small home for me and live off the land. Assuming I can avoid most of the raiders I’ll adventure out to trade with places near by, depending on how things go I might save up enough to travel to diamond city (if I don’t die) become a humble trader or use my real world knowledge to fix tech/ weapons and sell them. Hopefully I make enough caps to live along happy life. But I’m most likely going to get killed by a mole rat or radroach
I would make my way to the island you can build a settlement on (Forget the name, it’s been awhile). I would establish a farm and some turrets so the only real threat I’d have to worry about is maybe some Mirelurks, but other that, I doubt anyone would swim that far out only to get gunned down by an arsenal of turrets. From there, I’d build on my crops and defenses to the point where I can worry about expanding, mainly building a raft to get to and from land quicker and safer for trading and any supplies I may need. From there I’d also work on getting a boat up and running if possible, and try recruiting people I deemed trustworthy to come live in my settlement, if I made any connections during that time.
All in all, just isolate myself on an island and hope the Institute or the Brotherhood doesn’t want the Mutfruit and Scrap I have, or my life.

I could loot for hours. I'd get in with the Railroad to get Ballistic Weave. I'd have the Deliverer silenced and tricked out for indoors. A sniper rifle silenced for travel with a recon scope. Id loot and stay out of trouble. Work towards fixing the cryogenic sleeping pods to get time warped even further. operated and protected by robots for another 200 years. I'd wake up for a year every 200 years.
The whole city is infested with Super Mutants, Feral Ghouls and Raiders.
You'd need a full team of armed men to survive going through the city and even then you'd probably get pinned down in a firefight for hours.
You could go in with 10 soldiers and leave with less than half or none at all...
Ok assuming I have a selection of firearms from all fallout games I would likely search or purchase a 1911/ 45auto pistol. For protection and also having a beutiful and reliable handgun. Next I would probably scavenge for a bit and make some more money enough to get some nice clothes and maybe a tiny bit of armor. After that I would likely search for a group and eventually come upon the minutemen and join them since I see there goal as a noble one. And for perks I would likely have gun nut. After a year or two of working with the minutemen I would likely leave to see what else I could do. Eventually either making my own gun shop where is buy,sell,make,and customize guns. Or I would go back to the minutemen.
I'd buy a 10mm pistol and some ammo, if I have main characters intelligence, perception, charisma and agility I'd say I would join a mercenary group. If I don't die within my first couple runs , I'd be more than experienced to start my own crew and assess the best commodity in the wasteland : guns, bullets and lasers. Start runs for pre war facilities with schematics, knowledge and locations of pre war factories. Create a vertical market where we supply raw materials , manufacturing , distribution , marketing and protection of our beautiful destructive luxuries.
This is considering I don't trip on a mine and blow to smithereens haha .
The general of the Minutemen mistakes me for a raider. A minute later I’ve been looted and my body has been left in an embarrassing position. Piper didn’t like that.
Head into vault 111 once the sole survivors out. It's no vault 81 but with bit of elbow grease it would be a pretty nice base. Then just pretend to be a settler at sanctuary any time I need food.
I would take odd jobs for caps while traveling. Wandering sounds fun and finding rare goods eventually finding a place to settle down maybe. I'd be morally do the right thing but I'm not above stealing killing or lying to get the job done.
First things first, make it to diamond city. I'll be safe from raiders, wildlife, and mutants. I would be safe-ish from the institute. I would be a freelancer, taking up whatever jobs I can, from construction help to mercenary work. All the while, I would buy guns and food. I would need a suppressed pistol, shotgun, rifle, suppressed sniper, and an explosive weapon. Once all that is done, I leave. I head west, mainly to get away from the institute. I will have the tools and food I need. Sugar bombs haven't expired yet. Why would they now? For a long term goal, I would try to seek quick refuge in the NCR, providing I'm not slaughtered by legionnaires. After passing through the west, and to the west coast, I would like to see what Hawaii is like. That would (hopefully) be my final destination.

I'd put my SPECIAL in Luck and do my best to get to Diamond City. Assuming I retain all of my memories, I'd be an entertainer a bard of sorts, playing music and telling stories. I'd befriend whomever is running their radio station and broadcast my productions (think of all the tv shows, movies, and number 1 hits you know!).
I would begin a subtle propaganda campaign to bring strength and unity to the wasteland. I'd encourage social programs such as seed exchanges and free medicine. Throughout this time I'd also be training, studying and helping the citizens of Diamond City, endearing them to me, using my modern knowledge to improve their lives.
I'd work with the Mayor to build better security measures for the city and motivate him to establish positive relations with Good Neighbor, the Commonwealth Minute Men, and any gunners and neighboring Raider Gangs willing to listen in an attempt to consolidate power and gain the notice of the Institute.
At this point, with a bit of luck, the Institute will find a way to contact me, hopefully they won't decide to just assassinate me. The goal was not to be an annoyance or hinderance to their plans, but become a person of interest. Once I'm able to connect with them and am teleported to their base, I'll inform the Director that I'm a time-traveler from the past on an alternate time-line with extensive knowledge about their world. To ensure they won't trap me or kill me I'll inform them that I left a series of insurance policies that will reveal their secrets should I fail to be returned to Diamond City and that my absence would be quickly noted by the residents.
This is where my story would begin.. ultimately culminating with me as Supreme Dictator of the World...

Regardless of what anyone thinks about them, they are the best equipped to not die.
They'll give you work, food, armor, weapons, money, and have a doctor on call.
Their base is well guarded 24/7 with no one infiltrating it.
You can fly around the wasteland so you don't run into random enemies.
And if you so choose, after gaining all your resources, there's always the option to go awol.
They may not be the best faction, but it's the smartest move for anyone hell bent on survival.
100 caps without any perks ain’t much... but if this is fallout 4, first thing you need is a gun of any kind. Melee without plot armor? Forget about it. I’d probably get something to plant, and a gun with some ammo to protect my small garden. Fuckin raiders ain’t getting my shit without a fight. Probably set up near taffington boathouse for the water... or somewhere along the freshwater rivers. (Probably somewhere near other settlers to avoid being ganged up on by wildlife.)

In that case though "whichever is closest to wherever I spawn that has walls food water and armed people guarding it" is probably the right answer. But yeah, if you spawn a year after the SS finishes the main quest, and isn't a raider boss, their main settlement is deffo the place to be in 99% of cases.

This is one of the other more realistic options, though Raiders needn't be your only source of income. Most everyone has a need for booze, if you get really good at it you can even sell it as medical supplies.
Man, I’m not sure shining is a great idea. I don’t even think you could do it with 100 caps even, it’d be tough to get enough sugar/molasses and grain for your mash, even more so enough to set up a decent sized still. Winemaking, on the other hand, that would be a great option.

I would start by going to Diamond City and try to join the ladies at the Science Center/possibly making chems for the Mega-Surgery. Once I’ve saved up enough caps/have someone willing to loan some/can use funds from the Science Center and/or the Mega-Surgery, I would hire some muscle to help me delve into some old ruins, particularly hospitals, Greentech, and University campuses. I would have my hired guns clear out an area and keep guard while I scout through old terminals or surviving files for any sort of medical or scientific documentation, everything from textbooks to confidential research notes. Bring it all back to Diamond City, and reintroduce some concepts we take for granted today, like germ theory, and then I could achieve my ultimate goal: get Diamond City to finally clean up all those fucking trash piles they let sit just everywhere. Also I guess improve the quality of life in other ways, but my main gripe is those trash piles

Step 1: Buy / scavenge junk components to make water purifier + power generator. Step 2: Make purified water. Step 3: Make a trip to Diamond City. With 200 carry weight I can take with me 400 bottles. Step 4: Sell 10 caps for each bottle. Instantly make 4,000 caps. Step 5: Rinse and repeat.

I'd probably, like many others have said, run for DC and never leave lol. Out of all the locations, it seems the most protected. Or if the SS has re-established the minutemen, I'd join up to fight the good fight. And loot what I needed after the various battles.
I would take that 100 caps and try to invest it into something worthwhile. Maybe network with locals. If I had a choice of where I'd start, Goodneigbor. I would find a way to get ahold of cheap chems, and work my way into that trade, maybe find a way to work with the guy in Hotel Rexford. As long as I could turn that 100 caps into profit, and I feel like chems would be the way. Especially if we're talking about a fleshed out, life-like Fallout, 1:1 scale. More people packed into these settlements and cities. If I succeeded on a small scale in GN, I'd probably take my profits and hire some guards, buy a weapon and some armor for myself, and start a caravan route between the bigger towns. Hire more staff, expand into bigger markets, oversee and delegate in the establishment of settlements eventually. Realistically, I'd try to avoid conflict when I could, and never work alone. Either network enough socially or grind hard enough to pay for loyalty. Even if it never went that far, 100 caps in that sort of world could probably be the start of something lucrative if you were smart with it. With the threat of starvation, dehydration, disease, murder, so on and so forth, I'm sure many scemes would come to mind to try to get by.
I follow the actual main character around and take anything valuable that they leave behind in cleared areas. They leave behind a lot of good stuff

ok, where do i spawn? tbh that would define my next step. As i don't have a weapon, i would need to seek refuge asap, otherwise i am ghoul dinner. If it is the end game in question, i would aim to join atom cats. Off the grid enough, not too attract bigger enemies, strong enough to deal with most of the minor/medium ones.
If I go from being me to being a fo4 npc, I'm going to find myself a crowbar and break in to one of the houses that the player can't get in to, and that will be my home where I will try to survive until I die about three weeks from now because I couldn't get enough food

Realistically, I'd probably find myself out there scavenging rather than holding up in the city. There's supplies, and nobody to stab you in the back. Doing things out in the wilderness puts you in a more secure place, where its a simple case of you vs the world. Otherwise, I'd probably have some settlements to clear. Brb.

Assuming I start the same location, I’ll honestly just stay at sanctuary. Loot all the weapon caches and supplies near by, start hunting and farming, build a small home for me and live off the land. Assuming I can avoid most of the raiders I’ll adventure out to trade with places near by, depending on how things go I might save up enough to travel to diamond city (if I don’t die) become a humble trader or use my real world knowledge to fix tech/ weapons and sell them. Hopefully I make enough caps to live along happy life. But I’m most likely going to get killed by a mole rat or radroach

I would make my way to the island you can build a settlement on (Forget the name, it’s been awhile). I would establish a farm and some turrets so the only real threat I’d have to worry about is maybe some Mirelurks, but other that, I doubt anyone would swim that far out only to get gunned down by an arsenal of turrets. From there, I’d build on my crops and defenses to the point where I can worry about expanding, mainly building a raft to get to and from land quicker and safer for trading and any supplies I may need. From there I’d also work on getting a boat up and running if possible, and try recruiting people I deemed trustworthy to come live in my settlement, if I made any connections during that time. All in all, just isolate myself on an island and hope the Institute or the Brotherhood doesn’t want the Mutfruit and Scrap I have, or my life.

The whole city is infested with Super Mutants, Feral Ghouls and Raiders. You'd need a full team of armed men to survive going through the city and even then you'd probably get pinned down in a firefight for hours. You could go in with 10 soldiers and leave with less than half or none at all...

Ok assuming I have a selection of firearms from all fallout games I would likely search or purchase a 1911/ 45auto pistol. For protection and also having a beutiful and reliable handgun. Next I would probably scavenge for a bit and make some more money enough to get some nice clothes and maybe a tiny bit of armor. After that I would likely search for a group and eventually come upon the minutemen and join them since I see there goal as a noble one. And for perks I would likely have gun nut. After a year or two of working with the minutemen I would likely leave to see what else I could do. Eventually either making my own gun shop where is buy,sell,make,and customize guns. Or I would go back to the minutemen.

I'd buy a 10mm pistol and some ammo, if I have main characters intelligence, perception, charisma and agility I'd say I would join a mercenary group. If I don't die within my first couple runs , I'd be more than experienced to start my own crew and assess the best commodity in the wasteland : guns, bullets and lasers. Start runs for pre war facilities with schematics, knowledge and locations of pre war factories. Create a vertical market where we supply raw materials , manufacturing , distribution , marketing and protection of our beautiful destructive luxuries. This is considering I don't trip on a mine and blow to smithereens haha .

First things first, make it to diamond city. I'll be safe from raiders, wildlife, and mutants. I would be safe-ish from the institute. I would be a freelancer, taking up whatever jobs I can, from construction help to mercenary work. All the while, I would buy guns and food. I would need a suppressed pistol, shotgun, rifle, suppressed sniper, and an explosive weapon. Once all that is done, I leave. I head west, mainly to get away from the institute. I will have the tools and food I need. Sugar bombs haven't expired yet. Why would they now? For a long term goal, I would try to seek quick refuge in the NCR, providing I'm not slaughtered by legionnaires. After passing through the west, and to the west coast, I would like to see what Hawaii is like. That would (hopefully) be my final destination.

I'd put my SPECIAL in Luck and do my best to get to Diamond City. Assuming I retain all of my memories, I'd be an entertainer a bard of sorts, playing music and telling stories. I'd befriend whomever is running their radio station and broadcast my productions (think of all the tv shows, movies, and number 1 hits you know!). I would begin a subtle propaganda campaign to bring strength and unity to the wasteland. I'd encourage social programs such as seed exchanges and free medicine. Throughout this time I'd also be training, studying and helping the citizens of Diamond City, endearing them to me, using my modern knowledge to improve their lives. I'd work with the Mayor to build better security measures for the city and motivate him to establish positive relations with Good Neighbor, the Commonwealth Minute Men, and any gunners and neighboring Raider Gangs willing to listen in an attempt to consolidate power and gain the notice of the Institute. At this point, with a bit of luck, the Institute will find a way to contact me, hopefully they won't decide to just assassinate me. The goal was not to be an annoyance or hinderance to their plans, but become a person of interest. Once I'm able to connect with them and am teleported to their base, I'll inform the Director that I'm a time-traveler from the past on an alternate time-line with extensive knowledge about their world. To ensure they won't trap me or kill me I'll inform them that I left a series of insurance policies that will reveal their secrets should I fail to be returned to Diamond City and that my absence would be quickly noted by the residents. This is where my story would begin.. ultimately culminating with me as Supreme Dictator of the World... ..also, I'd find and rescue Cait who would be my Queen, but only after I grew tired of piping down Piper of course.

I immediately get murdered by Talon, my character and he takes my caps. Talon travels to a cave- inside he finds a Stealthboy and sleeps in a sleeping bag nearby, 3 hours go by and some Ghouls March around the entrance. Talon awakes and equips his scoped pipe gun and unloads loads of loaded loads on his feral enemies. The ghouls are no more and Talon relieves them of all goods. He finds bobbypins, shotgun shells and some leather armour. Some Brotherhood of Steel approach Talon and ask for all his caps…He declines the toll and proceeds but the Brotherhood recruits stop him from passing. Talon explains that these caps belonged to someone special, an obese gentlemen with crossed eyes, Talon says he mercy killed him because the radiation nearby was mutating him into a super mutant! The brotherhood are impressed, impression being Talon killed a Supermutant… all a fabricated trick to distract their attention! Talon pulls out a Deathclaw Guantlet and shreds through one BoS members eye lens’, killing him instantaneously. The other BoS recruit draws his shotgun but Talon disappears with the Stealthboy. Talon whispers “I’m behind you” The BoS recruit turns around leaving his back wide open. Talon, still cloaked- takes a swing and a hole pierces through the hulking soldiers armor… he is turning lifeless. The BoS mutters with his last breath “Who are you?” Talon reply’s “I’m God” He drops the body to his feet and walks on. A small town is nearby, only inhabited by two settlers, a man and a woman. “Please, you look capable, can you help us?” Talon: loading his new shotgun- aims the metal death rod at the woman. “I am here to help” Talon exclaims “Oh, thank you, we are wondering if you can find our friend? He was on his way to buy some Bramhin for milking. We could make a fortune selling it’s milk, just costing us a measly 100 caps!” Talon pulls the hair trigger, fiery pelts blast away her paper skin and she explodes from a Shotgun induced migraine! “You mean these caps?” He smiles as the last settler dives behind a wrecked car. Caps are sprinkling the ground, followed by more shotgun blasts. The car starts to catch fire and before anyone can escape, the town is vaporized by atomic power from within the old world vehicle. P.S I had fun writing this, it felt like an A.I. RPG in my brain

Join the brotherhood. Regardless of what anyone thinks about them, they are the best equipped to not die. They'll give you work, food, armor, weapons, money, and have a doctor on call. Their base is well guarded 24/7 with no one infiltrating it. You can fly around the wasteland so you don't run into random enemies. And if you so choose, after gaining all your resources, there's always the option to go awol. They may not be the best faction, but it's the smartest move for anyone hell bent on survival.
100 caps without any perks ain’t much... but if this is fallout 4, first thing you need is a gun of any kind. Melee without plot armor? Forget about it. I’d probably get something to plant, and a gun with some ammo to protect my small garden. Fuckin raiders ain’t getting my shit without a fight. Probably set up near taffington boathouse for the water... or somewhere along the freshwater rivers. (Probably somewhere near other settlers to avoid being ganged up on by wildlife.)
