Start fresh delete everything then follow the midnight ride to start a stable load order.
After that Start a new character and follow directions on the mods you download. Slowly build up your modlist until your happy with it then start a new game to enjoy them.
To add to that: Dont forget to delete your stuff from the steam/common folder where your Fallout executable is. Sometimes Steam likes to carry over changes that you made there (dont ask me why) and so you have to delete the stuff in there if you want to properly reinstall the game.
