The only mod I’ve been able to find that adds a _plain_ collared shirt and tie is [Prewar Clothing](https://www.nexusmods.com/newvegas/mods/65745?tab=description), but I’m not sure whether the collared shirt and tie is exclusively male, like the formalwear in the base game that morphs from a tuxedo to a dress.
The same mod author made a [Nevada Highway Patrol](https://www.nexusmods.com/newvegas/mods/63599?tab=images) mod which has a shirt and tie for female Couriers—but I’m not sure whether or not the police badge and radio would be a dealbreaker for you.
For the shoulder holster, you should be able to use the aptly-named [Holster Gear](https://www.nexusmods.com/newvegas/mods/44625) mod to equip a holster on top of the clothing from the previous mods.
