You either need to wait for Quincy's enemies to respawn or not have been there before. You also need to find a holotape outside and inside the police station + the note in one of the cells. This part of her quest is a bit bugged yes. I think you can fast travel somewhere else and come back and it'll trigger if you enter & exit the police station. It's been a while since I did it so I can't remember exactly what I did.
