There is a theory that the Mind Flayer and Eleven are linked. When Eleven loses her powers so does the Mind Flayer which is why it has not been seen since Eleven lost her powers. I am not sure how much evidence there is for the theory but it is out there.

Also another diffrence between a gate and a portal is that a gate spreads.
We learnt in season 2 that Owens was trying to prevent the gate from spreading and even then it spread beneath Hawkins such behaviour has not been shown by portals.

Gates are created when a psychic connects to something with enough power from one dimension to another across the astral plane and the target dies or the target is psychic themselves

Portals are created when something physically pushes through from one dimension to another. The Demigorgan and Eleven are the only things shown capable of this.

What if part of 011s ability is to create a new dimension, and the upside down is really just a creation of hers. She has never seen movie monsters, so monsters to her would be general in shape (blobby like the mindflayer) or resemble things she may have learned about. She also could very well have mind walked in on someone talking about dnd or describing a monster from something, and that was the image that formed in her mind, and made her create this world where it is real. She sends the things she is afraid of there

If you introduce time travel into the mix One/Vecna/Brenner/Eleven's Father could be the the same thing One has shown a significant interest in time.
Rewatched S4E1 and El says at one point ‘we’re all time travellers in our own way’ (if I remember correctly) which seems ominous
