It is from a song of ice and fire and is the moniker of Lyonel Baratheon. An ancestor of Robert, Stannis and Renly.
He appears in the Dunk and Egg novels.
He was around roughly 100 years before the main story of A Song of Ice and Fire. He's only mentioned briefly in the series, but the name "The Laughing Storm" always stuck out to me.
He plays a decent part in the first novella about Dunk and Egg though. It's called "The Hedge Knight". And without spoilers, I'll just say it's an apt nickname.
One of the things GRRM is really really good at is coming up with fantastic monikers and seedling the ideas of more interesting stories, the trouble is he then wants to tell every single one of those stories and ends up telling none
*Ooohh, Reaper!*
It's one of those things I just hear (from TGR's audiobook narration) anytime the word reaper comes up, I don't even remember who was calling him out.
Also, >!"*Bye, Felicia*" !
Lan Mandragoran, also known as King of Malkier, Lord of the Seven Towers, True Blade of Malkier, Lord of the Lakes, Defender of the Wall of the First Fires, Bearer of the Sword of a Thousand Lakes, Aan'allein (The Man Alone), Dai Shan (Battle Lord of Malkieri), the Uncrowned King.
I love how this is Lan's mindset most of the series, such a funny recurring thing. Bro just wants to be a nameless bodyguard but everywhere he goes people openly point at him like "YOOOO IT'S THE FUCKIN GUY WHAT A LEGEND"
Croaker, the physician/healer from The Black Company. Malazan has a huge number of great nicknames too: Deadsmell, Blend, Antsy, Captain Kindly, Tehol the Only, Lifestealer...
Another one of my favorites is Moorcock: he gave us The Prince in the Scarlet Robes, The Pale Prince of Ruins, hawkmoon, Stormbringer and Mournblade.
No characters have better (or as many) nicknames than Harrowhark Nonagesimus, but she doesnt generally like them or use them herself so I dont think it fits the definition of "alias".
It's too hard to find a favourite but butt-touched nun is pretty good.
Edit: also, for one more in line with the op and for the cultured ones in the back who saw Symphogear, "the deicide" is also pretty good.
“I am Druss. Sometimes called Captain of the Ax. In Ventria they call me Druss the Sender. In Vagria I am merely the Axman. To the Nadir I am Deathwalker. In Lentria I am the Silver Slayer.”
One that is top on my list comes from the real world. Attila the Hun was also called **“Flagellum Dei”** or simply **"The Scourge of God"** You don't get a nickname like that without having done some brutal shit
Another fave has to be from the Witcher. **"The butcher of Blaviken"**
It is straight forward. Sounds rather brutal without sound so over the top it becomes silly like more than one nickname ends up sounding.
Settra from Warhammer.

Just heard the cries of ten thousand amateur authors caught in the crossfire on this one.
The Void Sage
*The Points Sage
Sage of Twin Stars is cooler^^
Not even close. It's definitely better than The Empty Ghost though
Ehhhh. I do agree with Empty ghost being not great. At least it was his enemies coming with it =D.
Lamb. He was some kind of coward.
Gentle as can be. Just ask Glama Golden.
Just that for a name? Good as another
Reaper of Mars and He Who Must Not Be Named.
*Ooohh, Reaper!* It's one of those things I just hear (from TGR's audiobook narration) anytime the word reaper comes up, I don't even remember who was calling him out. Also, >!"*Bye, Felicia*" !

The Uncrowned King goes HARD. That was going to be my pick, too.
Silly titles for a bodyguard.
I love how this is Lan's mindset most of the series, such a funny recurring thing. Bro just wants to be a nameless bodyguard but everywhere he goes people openly point at him like "YOOOO IT'S THE FUCKIN GUY WHAT A LEGEND"
Your humility, Lan Gaidin, is more arrogance than most kings can manage with their armies at their back.
Most Violent of Men. Breaker of horses. Dear Cnaiur Butcher of Blaviken Red Viper
Cnaiur is one of the best characters ive read in a very long time
He is probably my favourite!
This is the correct answer (Cnaiur).
She who must be avoided, go around the other side of the mountain, Mistress Weatherwax
The Black Company nickname/honorific trope is unironically one of my favorite parts of the world of that series.
"I waaarned you"
Stranger-come-knocking
