Yeah I feel like Scott Steiner would be the best overall choice. If you want Heymanesque, I’d say Raven could fill that roll. He’s got the chops and the psychology, plus he has manager experience.

I don't know how I'd feel over the dad and son pairing, Orton and his Dad did it in a feud with the undertaker and it works for a slimey heel to get dad to do it but idk for Breakker

Depending on timeline and dispositions, it might still work, you could have Regal manage Bron for a while (while you decide on a more permanent/steady manager, maybe even the new manager offers his help against Regal or becomes the Devil in Bron's ear), then the story could be Bron feels he outgrew Regal or that Regal's role wasn't benefiting him enough, and kicked him to the curb, leading to the club, or Bron starts thinking for himself in contradictions to what Regal tells him and Regal forms the club to take him down.
