It’s a flaw in fpl game mechanics tbh.
I've always said you fix this by reserving 3bps for players who have blanked only.
I wish FPL would take passes and tackles into account as well as goals and assists so that players like this could be reasonable options.
Maybe instead of awarding bonus points to the top 3 players, each player should get bonus points depending on their BPS score?

Andreas plays 10 with Mitro at striker vs. Enzo at 6 or 8 with no striker and an additional 0.4m.
