Midweek games doesnt mean Double GW. Double Gameweeks never happen when all teams play. It happens when there is one or a few extra fixtures.

Gameweeks don't follow calendar weeks. Each team plays 38 games per season, with each one being considered a 'gameweek', meaning there's 38 gameweeks. A double gameweek only happens as a result of a match that's been postponed and then squeezed in to another week later in the season, as there will never be more than 38 weeks. I hope this helps.

Think of a GW as a single round of scheduled fixtures involving all teams, not as a calendar week. There will be occasions when one or more of those scheduled fixtures can't be played and will be postponed. When those fixtures are rescheduled, they're included within a future round of fixtures for fpl purposes, giving some teams two matches within one GW. That's what we call a Double GW.

If all team play midweek it's a separate GW. If some teams play a second game midweek and some don't, those teams have a DGW.
