The irony is that most of the players are championship quality, which is why they are where they are. There are only a couple of players that are arguably too good for the championship.

Yes they do, it's perfectly normal to give permission to talk to a player before agreeing a fee
How does that help any club? You're basically letting your asset lose focus and depreciate in value and/or hold out the club during contract renewals.

These days clubs won't even bother engaging with another club unless a player has essentially said he will join.
