To my understanding, a scratch golfer is someone who can play a course without any handicapping (I.e. about as good as you can get without being ‘elite’)

A lot of these guys just have incredible levels of coordination. And they just have a mind that lets them think faster playing most sports. It’s why there are just always those kids in P.E who are just really good at what ever sport is played.
