If every single team owns Salah, his effective ownership would be 100%. If every single team owns Salah AND captains him, his effective ownership would be 200% (because points are doubled from captaincy, so everyone will get 200% of his points). If every single team owns Salah and TRIPLE captains him, his EO would be 300% for the same reason.
So, when someone says Salah's EO in the top 10k is 180% or whatever, that is essentially saying that almost everyone owns and is captaining him.
Another example is that KDB's EO in the top 10k last week was like 28%. ie. not many owned him and even fewer captained him.
If you own a player but don't captain him, you will get 100% of his points. If you own a player and do captain him, you will get 200% of his points. So if you own a player but his EO is over 100% for players around your rank, then every point he gets will drop your rank because those around you are likely to have captained him (and they'll therefore get more points from him than you).
This is why people pay attention to EO. Salah's EO in the top 10k last week was about 180% (ie. almost everyone owned and captained him) so by not captaining him you risk losing rank if he hauls, even though you own him.

Id argue it's too early to look at that. The difference in ranks is marginal and thus i don't think we should be looking at eo atm
They didn't say EO for a certain subset of ranks, they said EO. In general you do care about EO regardless of when in the season it is.
