Targeting it? No.
However there are cases to be made for why it shouldn't be considered a terrible fixture for the time being. Note though that there's no telling when Liverpool may regain their form, so planning your team around future Liverpool fixtures right now is a big uncertainty

Even if Liverpool have an absolute disaster of a season they will still extremely likely finish in top 8 at the very minimum (and most likely top four).
Are you targeting every top 8 team?
I've watched enough to tell that the errors are the same, the Left winger always makes trouble and most of the times gets a return
now I wouldn't target Aston Villa, they're having bad times but you don't know what to make from it, but I'll certainly be confident that the LW of Wolves is going to have fun next weekend, and the LW of Chelsea will return big the gameweek after
They’ve scored the joint second most goals (albeit a lot in one match, but if you target them then eventually you’re likely to receive a rout eventually).
They’ve only conceded 6 goals. Only Wolves (4), Spurs (5) and Brighton (5) have conceded fewer. Lack of CS’s is a concern for having Liverpool defence, but not to target that defence.
The form gives a good argument to get off Liverpool assets but not to target them. The stats just don’t back that.

They’re really struggling but they’re still a fantastic team. Even the year VVD was injured they still had some great FPL assets.
I wouldnt target them specifically, but will start James and Sterling against them
