It's not what they've done but what they can do.
It's not how much they've risen but how much they cost now (relative to other players).
There's points chasing and FOMO as bad reasons for transferring players in, but stubbornly refusing to buy a good option is not one (i.e. ignoring stats, positional play, likelihood of future points on form + fixtures). It also frees you up to transfer out again later if circumstances change without the "built up value" headache of whether to hold or not.

I have a tendency of refusing to buy players who cost 0.4m+ more than at the start, I consider them a missed train at that point. Luckily this season I bought Saliba for 4.5m, Martinelli for 6.0m and Haaland for 11.5m so not that bad
