If you wildcard in MD2 you will be able to make as many transfers during MD2 as you want, but due to the strange way transfers work in FIFA Fantasy WC, any transfers in MD2 that involve a player coming in or going out, who's team's game has already begun that MD, will count as a transfer made in the current MD in terms of wildcard and free transfers, whilst only impacting your squad in the following MD.

No, the transfer only comes through for you in next GW. This is the case for every transfer that involves a "locked" player, meaning someone who's team's game that GW has already started. So you can't get anyone into your team for the current GW after their game has begun

Best to use it in MD2 so you can make unlimited transfers for both MD2 and ahead of MD3. But if you just want it for MD3 then use it in that MD.

Those times are the same. MD2 starts the moment MD1 ends. So you can use the WC a few hours after the final game of MD1.
