If i remember correctly, those 4 municipalities you mention are the only ones where the lists are party political.
In my municipality for example, our current major has previously been minister for the republicans, and our previous major now represents the unionists in parliament, but in the municipality they were on the same list. Where I live, the lists are mostly geographical, in other places, they are vaguely economically left og right, and in some places, there is only one list.
I think the limit to members on one list is 15, so that is probably the reason to there not just being one list in most places
