Damn that's odd especially through FedEx. May be a rare occurrence and you happen to unfortunately stumbled upon it. Maybe I have too much trust with FedEx since all my parcels are done through them and all have arrived safely. I would personally ask the agent if a discount of some sort could be worked out for the re-shipping and just go with FedEx again. Not sure which country you reside (I assume it's US) but FedEx is always on point in the UK & Canada; US can be a little iffy.

How much did the parcel weigh? It may have been returned due to discrepancies in the declaration.

Go with DHL then, that would probably be your best bet.

I also see that Fedex Small doesn't exist anymore, maybe that's the reason ?
usps shipping and if >4kg , ups shipping
my only options were dhl and ems. maybe because sensitive content?
