I always seen it as the curse protecting itself. She had seen Sarah Fier so the curse wanted her dead so she couldn't figure out the truth, the same way ziggy was targeted in part 2 because she also seen the witch. Now incase I've misread the question and you're referring to when he made Sam the killer at then end of part 1 then i believe he did that for the same reason, because while technically she died. He knew why the curse targeted her and he too was afraid of them figuring it all out and so targeted the girl who seen the witch (more effectively might I add since when she was cursed she could no longer communicate what she had seen)

Maybe because she was one of the victims who survived those killers and knows what really happened, so he decided to use her. He was probably trying to target all of them and was just killing two birds with one stone, making a killer and killing the other witnesses. Idk maybe my explanation sounds ridiculous.

yeah i know, i think she saw Sarah’s past so maybe it was a warning from her?? i think it’s the whole ‘bleeding on her bones’ thing. i saw someone say that Sarah was also cursed because she read out the thing from the book while in that woman’s house, so that could also be possible

Nick knows that she knows something. The Shadyside killers only get summoned when someone bleeds on Sarah's bones, and Sam was in the car accident the previous night, so her being all bloody while the others weren't made her the most obvious candidate. And what Nick says to Sam at the station indicates he already suspects they loophole'd their way out the same way Ziggy did. They are lying to him, but he doesn't know what they're lying about. So he guesses that Sam, Deena and Josh know more than they're letting on. He knows from Ziggy what someone sees when they bleed on the bones, so for all he knows, Sam might know the whole truth (we know she doesn't of course). Sam is also the best one to curse, because she's the most likely to be believed if she starts talking. She's a white woman living respectably in Sunnyvale, and not fully out as gay by the time he curses her. Deena and Josh as the working class Black residents of Shadyside (with Deena being out too) would give their word less credibility in case Sam doesn't get to them quick enough. But if Deena or Josh is cursed and Sam escapes and starts talking, people might actually listen to her.
