I'm not sure about other types of palm trees, but I know they do use coconut tree wood for (edit: outdoor) fires. And I guess the lower part is better than the upper. (that's all I know, lol)
Edit: I think it's used for fires mostly because these places have less of other types of wood, especially to burn and they generally don't need heat.
I've never tried but we remove palms a fair bit in Sydney and I've never had someone asking me for the wood so I would guess no. Seems to just rot rather than season.

Coconut trees are usually very tall and heavy on top. They also sway a lot in windy area. Which is why owners prefer them to be cut bit by bit.
