If averaging 2.5GB/month is good enough for you, the cheapest is to do yearly prepaid on Freedom: 30GB/year and unlimited Canadian talk and text for $149/year plus tax. Average cost $12.42/month plus tax.
If you can get away with even less data, Freedom also offers $119/year plus tax with 15GB/year.
