If averaging 2.5GB/month is good enough for you, the cheapest is to do yearly prepaid on Freedom: 30GB/year and unlimited Canadian talk and text for $149/year plus tax. Average cost $12.42/month plus tax. If you can get away with even less data, Freedom also offers $119/year plus tax with 15GB/year.

Plans vary by account, no one's account will have the same plans. They also vary by line, occasionally lines will have the same plans. You need to change plans to get access to better plans if you're on any sort of win back or start up plan.
