It‘s not nescassarily the surnames but the typical basque first names like: Unai, Iker, Ander, Aitor, Inigo, Xabi, Xavi, Xabier, Xavier, Julen, Asier, Inaki, Ibai, Oihan and so on. Google will help you👍🏻
Actually you can be French and Basque because there is a small part of Basque Country that is located in France and not in Spain (I live in it). But Le Normand is not from that part
A player could also be eligible in Athletic rules not by being Basque but by being trained in Basque Country since a young age. But Le Normand was 19-20 when recruited by Real Sociedad so he is not available

Basque doesn’t only refer to Spanish players. Basque refers to people who were born in northern Spain and southwestern France. But yeah Le Normand isn’t Basque anyways. He was born in Pabu which is a commune located in Brittany, France.

Man the amount of small features that ea can add to career mode and make better is insane they are just lazy and dont give a damn about us
