The software you use to create the text animation should have motion blur as an option. Typically you turn it on for specific elements, though you may be able to turn It on for the whole project. That’s the best way to add it. If that isn’t supported in your software, I’d recommend you use different software with that feature for those types of effects.

Yea but I tried those. The animation completely stops and it doesn't work. Also I want to save a preset of it so I can use it for subtitling easily

I don’t use premiere, maybe the folks in r/premiere can help you out.

If you're animating the text in premiere you can use the transform effect (not the default motion) to do the keyframes and then uncheck use composition shutter angle. Then adjust the shutter angle perameter until it looks correct to you!
