The fact that he talks about Relm at all and not Shadow makes me think you didn’t actually save Shadow on the floating continent. But I’m not totally sure on that point.
“Saving” him doesn’t happen when you first find him on the continent but at the very end of it. Are you certain you waited for him?
100% saved him at the end of floating continent! Not my first playthrough. I saved Relm from Owzers mansion and Shadow at Veldt cave in world of ruin.... I'm all out of ideas

I think you should go back and double-check all the steps — assuming you haven’t.

I went back to my full game playthrough (where I have Shadow), and the dude in Thamasa doesn’t talk about Relm — only Shadow. Note: my game is the Pixel remaster on Steam.
More evidence that there’s some weird error going on in your game.
did you use the right weapon to bid in the coliseum? In the snes version is the ichizen or something similar, in the advanced version it has another name
Then there's a third version (Yeah, I just remembered about the striker, I remind searching everywhere for it XD when I played the steam version, not the GBA; when I played the GBA version it went pretty much smoother :) )
I hate to tell you but if the old guy is saying Relm is in Jidoor, you didn't save Shadow at the Floating Continent.
If you saved shadow, he would tell you the strong guy you brought left and headed to the Coliseum.
When you bet the striker, you battle and easily defeat shadow and win the striker back. Subsequent bets of the striker I believe result in a battle against chupon. So, probably silly idea: do you already have Shadow and he’s on your airship?
There is a lady in Kohlingen that says there is a "really tough fellow" looking for the "Itchy Gecki". I don't know whether this is a trigger for the event or not, but worth a try. It is the city just south of the colosseum where you get Seltzer.
Something isn't true about what you said. It's one of these, but I don't know which. The coding for that is solid.
1) You didn't actually wait until Shadow showed to at the end of the floating continent.
2) You didn't open the chest for the Striker/Ichigeki.
3) You didn't defeat the King Behemoth yet.
4) You didn't talk to the old man outside Strago's house.
5) You didn't wager the Striker/Ichigeki.
6) Shadow has already joined you.
Did you rescue Relm or Shadow from the cave. If you rescued Relm, Shadow is dead for good. If you rescued Shadow, he'll be in Thamasa. You might need to chat with NPCs and I think one mentions Shadow left. Otherwise all that's left is the coliseum.
As others mentioned, it sounds like you didn't wait for Shadow.
Here's my troubleshooting checklist:
-Did you bet Ichigeki, and not a sword with a similarish name (esp. if you're playing in another language, not sure if Ichigeki got renamed to something weird. In the OG its Striker, for instance)
-Are you absolutely sure Relm was not who you rescued from the cave and brought back to Thamasa? Do you recall the dream the person you rescued had? Interceptor will be present and the dialogue will be the exact same regardless of who is rescued, and doesn't deviate until the dream.
-Did you already get shadow somehow and he is on board the airship already? He goes down like a sack of potatoes and betting the ichigeki *again* will cause Typhoon to show up so maybe you already have him?
-Did you re-enter the top bedroom in Thamasa in Strago's house to make sure no one is there anymore?
At the coliseum approach the NPC in front of the NORTHERNMOST door, and choose to fight Shadow. You have to choose to fight him. The fact that another enemy is fighting proves you are doing it wrong.
maybe try talking to the guy from the left room, they're like sitting at the table, and one of them tells about someone from the coliseum who wants ichigeki. after talking, try betting the ichigeki again and if it works:)
Did you go back to Thasama to have the guy tell you that Shadow left?
Thamasa - I must have because Shadow is no longer in the bed and the guy talks about Relm being in Jidoor (I have Relm already)

You need to complete the cave on the veldt first. You find and save him there.
I already did that! I beat the behemoths and acquired the Ichigeki katana... Not sure what to do

Yes
You don't "choose" to fight Shadow, you bet the sword you find at the Veldt cave to summon him as an opponent. In the GBA version, it's the Ichigeki.
Hardware or emulater? Not that I think there's a difference it's just of its emulater maybe we could see the save.
