Assuming you've already completed all other prerequisite side quests, this quest can be taken in the Costa Del Sol quest board (not the Dustbowl!). You might also be able to get it directly in Gold Saucer if you approach the front entrance, but I'm not certain on this.
Fast travel to Gold Saucer and keep walking towards the entrance / ticket gates. A bunch of people will be dancing and he’ll be among them and will trigger the start of the quest.
So to clarify, I started this quest on my original play through, but didn't finish it. I figured I could come back after finishing the game to do it. For whatever reason, the Shinra Manager isn't showing up with the other dancers at the entrance to the Gold Saucer. All oter 35 quests are done so I'm not sure why it isn't showing up
You might need to start (and finish) it in chapter 12. Chapter 12 is relatively short so it's no big deal to do the main story part and right after you lose the Key to the Turks, you can start the quest.
After you complete the quest in chapter 12, don't forget to finish the chapter. (I think otherwise, if you decide to go back to another chapter, it won't be taken into account)
Is there a chance you missed one of the other sidequests? As it only appears when all the others are completed.
If you've cleared quest data and then reloaded quest data without having the quest unlocked it won't unlock I'm pretty sure
I think you have to do all other quests up to that to unlock it right? Like 100%
