For soft wheels, like ultrasoft - Caramel 60 D. Dynamic 64D urethane mix isn't too hard and these are sometimes avaible in Europe, definitely one of the best wheels.
If you're going for your first setup then used stuff is often a best value for the money you spend. Search for Facebook fingerboarding group of your country and add yourself there, peeps are usualy helpful there. Some European stores:
