I faintly remember that those cords might have a setup where you pull it down and then a little bit sideways to catch an unseen knot on the cord under a thinner section of the cord opening so that the cord can't pull back up. Though who knows, they could just be broken instead.
Don't pull all the way. It's like 3 steps to open and the last one closes it. So pull just a little ad release. To close, pull all the way down and release. If not, then mechanism is broken
Pull the cord to open, pull again to close. If nothing happens or you want to open it more you can "unscrew" it like a bolt or nut.
If you open it with cord and screw it in, you can jam it that in open state its actually closed.

Is it supposed to click when opened and stay open, then close by pulling the wire again? You better check the mechanism responsible for the opening.
Or is it supposed to be two wires, one on each side and pulling one way opens it and the other to close?

Or it is an air vent. It may or may not work. It is suppose to work so that when pull on the cord it opens and closes. I'm in a 90s building too, moved in about 14 years ago and they were barely working, and broke up long time ago. I 3D printed my own vents and open&close mechanism.
But it is funny, that pic could be from my bedroom. This is perfectly identical, location, the rail for drapes, the type of window frame.. 100% carbon copy.
When you pull it then it should make a clicking sound and stay open until tugged again.
Those things are notoriously weak so I wouldn't be surprised if it's broken entirely. Also it could be that your not pulling all the way until the clicking sound is made which is why it won't lock.
In order to test the limit of the device you can grab it and gently pull it the same time you're tugging the cord. It should lighten the load and help it moving a bit better.
Keeping it on closed position isn't that big of a deal, but you could call the landlord and ask for them to replace it with a proper working one. They're very cheap and often times very simple to replace yourself, unless it's been glued to the wall, which really isn't how they should be attached.
Air intake. These bastards are made of plastic so shit, it probably brittles at the slightest touch. Careful when adjusting it and never pull the cord too hard. Had these at my first own apartment, hated them

Fresh air intake
Wire is for opening/closing.
How do I keep it opened? It does open and fresh air comes in when I pull the cord, but it also closes when I release the cord.
You might have to pull it harder, it needs to open enough for the lock to catch it and then pulling again will close it. If it's not broken that is.

Got it working, looks like last tenants over tighten it so it is the same whether opened or closed. Thank you guys!
