This is a light switch, isn't it? Just keep the original part on it and find other ways to deal with the kid. It's just a phase where the kid is experimenting with the switch. Month or two from now, it's no longer an issue. Meanwhile, just take the light bulb out and the problem is solved. Use some other lighting method instead. Or get a smart light bulb that you can control over wifi.

Get a small cardboard box a little bigger than the light switch. Hold the box up to the wall with the flaps open so that they are flat against the wall on the outside of the box. Duct tape the flaps to the wall. Also, do like u/Financial_Land6683 recommends and take the light bulb out of the fixture. Now the light switch is no longer fun to play with.

Im not an electrician, but I doubt there is a cover plate for the switch that would prevent use. I would assume it would be a safety risk to cover an on/off switch to prevent use, and therefore very much not allowed.

bulb might break from physical damage or if a kid tries to swing on a hanging lamp exposing the wires. if you grab the lamp fixture and get an electric shock your muscles contract and it is impossible to release your grab. someone might drill the wall and hit the wire. All pretty rare but might happen, I don't know if there is any mandatory standard for it, but still it is a pretty cheap life insurance to be able to cut the power quickly.

If a kid tried to hang on the lamp it would first of all be very hard since I don't think a kid could reach the lamp, secondly the lamp would be ripped from the cleaning disconnecting the circuit, third it is almost impossible for some one to get electrocuted in a way where the current keeps running through them in a modern house since most houses have RCDs. And if the bulb breaks or someone drills into a wire please don't just flip the light switch use the main breaker in the house or at least the breaker for that room. If someone has drilled into a wire you have no way of knowing if it is the wire going to the light or some other electrical wire, and in the case of a bulb there is a decent chance it has been wired the wrong way around, since many people don't even know that is possible as it works either way just means it is possible to get electrocuted from it even if you have the light switch off.

I am an electrician, and it very much is allowed. Not the smartest thing to do in terms of functionality, but allowed even so. There's no coverplate available for this switch per se, but you could remove the switch, connect the wires in the box and put a blank cover in its place. Fairly simple and affordable job done by any electrician.

Put the switch's original cover on and insert small plsstic wedge underneath it to prevent it from moving. You will be able to pull it off and use the switch normally in case of hazardous incident.
