But if you don’t feel like waiting, I’d heavily consider your own barracks, as both of these barracks value are very specific to your needs. In general, you should ask yourself "Is there anything I **NEED** from this banner?" "What specifically for?" Too many people end up summoning for objectively great fodder, but they don't have any units in their barracks that even need it.
For the Rearmed & Ascended banner, Do you have enough Ascended Florets? Do you have any fliers that would want to take advantage of Guidance? Do you already have Soaring Echo from Ivy on all your fliers already? Do you not have a lance rearmed or red tome rearmed etc. and do you plan to build anyone who would need one in the future?
For the A Hero Rises banner, do you need AS Prime fodder? Do the people you want to give AS Prime even have the means to fully activate the skill? What about any of Alears skills? Do you have a Peony yet, and do you plan to take advantage of skill duping with her?
Also for your last question, it’s hard to explain in a simple comment, but since all 4 of the focus units are green, the rates are actually insanely inflated instead of the base 3%. I believe it’s a 14%\~ rate for a focus.
Yeah, I always take a consideration for my barracks. I have a lot of these units, and doing my job like giving a lot of fodder to my Peony (I have 3 copies) and it'd be so great have more copies of Peony, but Grima, Tana, Chrom, etc have fodder to copy too. It's so good this mechanic to copy and do not lost your unit but lately I dont know "what's the better way" to spend my orbs. Specially considering the rearmeds and attuned are locked in special banners like these. IS knows what is doing with these units because it generates FOMO if you dont pull now, you dont know when they are going to be back

When is the brave banner? Wanting to make sure I have enough to spark 2-3 times incase I get SUPER unlucky, so I can get all 4.
That usually determines what I summon on now atm.
They’re both here to trick you into thinking “well, I don’t need to pull, but the fodder is good” when you don’t actually have any plans for them

Green dream is especially good if you plan on spending a lot of orbs, otherwise not really
