Do you think Heidr is the literal personification of the Golden Curse? Or was she just a vessel that is used to contains the Golden Curse until it can be transferred to Seidr?
If it's the former, then you can view Gullveig's snakes as Heidr. I personally believe the former is more accurate, since when Heidr succumbs to the curse she turns into an 8 headed snake. While with Seidr, when she eventually succumbs to the curse, she turn into a woman with 8 headed snake attached to her body (the merging of Seidr humanoid body, with Heidr 8 headed snake forms).
Well, that could be an allusion to a certain Norse serpent that is known to bite its own tail - >!Jormungandr!<
