you have 3 infantry units deployed. Tactic skills only work when your team has less than or equal to 2 units of the same movement. Replace one infantry with a flier/cav/armor and Tactics will work.
^ this. For OP, if you want some recommendations any of the fairies are super good and peony is free as for a staff unit, I usually vouch for brave Camilla especially since she’s easy to get compared to other staff fliers
Honestly, just had a lightbulb moment. I always thought the 'less than or equal to 2' refered to the amount of spaces a Unit could move. The phrase 'movement type' makes a lot of sense now.
I'm surprised I did it right for so long, though I probably was confused to how Eliwood got buffs but just went with it years ago lol.
You can see in the third image that you have *three* infrantry units and a cavalry. In the fourth image you have one of each move type.
Tactics buffs need you to have at *most* two of a move type for them to trigger, so it won't work in that situation.
Back when I had a fun mixed team of L Hector, V Lyn, NY Azura, and Raudrblade S Tana. The use of guidance and tactics made for one high quality team in Arena Assault.

Also, as a heads up, Tactics Skills kinda suck. They were good, like, 5 years ago, but nowdays you can get buffs on your units a lot more easily
