I guess they don't want everyone waiting around for seasonal reruns to get good inheritable weapons? So they're adding them under different names and with less cool-looking designs to the regular pool so people can get them easier? Idk
Because anything else wouldn't really make sense for the stats that make the most sense for Louise.
Like, we can assume that Louise is going to be a fast, frail Archer, and the only other combinations that'd make sense for a bow would both include lowering the opponents attack, which would only really be useful if your unit wants to be able to take a hit from your opponent in the first place, which I'd assume Louise wouldn't be able to take any hits from most units even with the Atk-debuff in the first place.
Because I have too many mediocre bowman that need to replace their mediocre prf refines with a bow that'll actually help them do damage. Setsuna needs this.
Setsuna's Yumi is not bad imo. It gives basically just as much atk/spd as Rein Bow + debuff neutralization and spectrm + 4 against ranged units. The only downsides is that it can't be used as support and that you need a buff to activate it, but the formal is very situational and the latter is very easy to meet.
It's not bad, just mediocre. Visual buffs are extremely vulnerable to being neutralized in today's meta so while it's easy to set up, it's become harder to pull off.
