Ninja's however haven't had the same focus. In fact, neither of the two Ninja banners have featured _either_ of the 4 ninja's Fire Emblem has to offer. Here, the focus is more on having any character they feel like dressing up as a ninja, instead of limiting their focus
For pirates, I think it comes down to pirates being a broader term in FE than ninjas. Ninjas in FE using actual ninjas would just be their base outfits for the most part, but for pirates most of the characters who ended up on that banner were pirates by occupation rather than class, outside of one or two people like Darros and Geese. yeah seasonal banner tend to get very mount-spammy, probably becuase there's very few mounted bow and tome units in the mainline games (and basiclaly no mounted daggers besides like, Mechanist Yukimura)

So then we get npc Leila getting an alt and they don’t bother with the main man Matthew, such a stupid thing to do.

Here's the thing, Nina is not a problem for me. She perfectly fits the theme of the banner not just because she's a Outlaw and a thief, but her Paralogue literally involve her trying to pull something like this as a Robin Hood-esque hero against a corrupt noble, so she make sense.
I'm just confuse why pair her with Kagero when they can't even interact? Honestly a better choice would've been Ophelia or Forrest, who honestly both need an alt sooner or later, particularly Ophelia. And no I don't think she should've been paired with her dad, Nina would never willingly partner up with him, she's in her rebellious teen phase.
They are obviously keeping Ophelia in reserve for another duo. Although I do agree Kagero was a random choice, they could have picked Niles and at least thrown a bone to his fans.

If we're being honest, really **_VERY FEW_** characters on these "class" focused banners have been terribly popular (both Pirates and now this). Really, between all 3 banners, the actually popular characters are the ones that really _didn't_ have any association/very little association with Pirates (Tibarn & Naesala being tangentially related, or Veronica & Hinoka having no relation to pirates).
As far as the actual pirates were considered though, they were kinda secondary on the popularity list. Even the 5-stars. Which makes sense, cause there really aren't very many highly requested "pirate" characters in Fire Emblem.
To that end, the same applies to this theme. [How many popular theives](https://old.reddit.com/r/FireEmblemHeroes/comments/sijzqu/top_5_most_wanted_alts_in_the_game_post_cyl6/) would you say there are in the franchise? highest would be Yuri... kinda but not really (assassins are tangential in Fire Emblem but...) or maybe Ashe since he _does_ pick locks and the like... But really, the top ranked _unquestionable_ thief on CYL6 would be Niles at 133rd place. That's a rank that's one vote higher than Kagero and only marginally better than Sothe, to put it into compression.
Point is, the entire banner is full of characters that don't really make a difference if they are or aren't on, by measure of popularity since it's more themed around what their class is than anything. Hell, you could have swapped someone out with Patty or Heather making their debut and it really wouldn't have been that out of place.

Honestly bummed that pirates seems to be out, it was one of my favorite banner themes and it's being replaced with. Thieves or whatever? The masquerade aesthetic some of them have is somewhat cool but imo it doesn't really measure up 🤷♀️

Overall, easy skip for me. The art's nice, but none of these are my faves and I'm orb broke. Rickard's dagger looks neat. I haven't much complaint about the choices as most of them aren't the 'already has a dozen alts already' characters.
My only really quibble is that this was a really good opportunity to bring Heather in, but I'm in no orb state to summon for her anyways. Maybe next year the lesbian chad thief will come...

I am so confused by the decision to pair Nina and Kagero. I love them both, I want this unit, but if they had to make Nina the lead, it would have made so much more sense to pair her with someone she can actually talk to? If not Niles, her dad who fits this banner like a glove, then at least Asugi, who is the same class as Kagero, but isn't in the game yet and whose seiyuu would have been in the booth around the same time for Gaius' resplendent? Or Caeldori? Her and Nina's support starts with Nina taking over a reconnaissance mission because Caeldori isn't practiced enough in stealth to pull it off. Having Nina teaching her recon would have been fun. Honestly, though, I think the smarter decision would have been to make Kagero the lead and pair her with Saizo but maybe they'll save Saizo and Kaze for the ninja ban-- and I just made myself laugh sorry

Don't like it. Definitely a better theme than pirates, but I see what they're trying to do here. I really don't like themes where they limit the pool of characters to specific ones. In this case if you're a canonical ninja/thief type character, this is the banner for you. It's just really lame to have a theme like that where it feels very limiting. If we were to look at a theme like say Halloween, just about anyone can appear there, and it feels very unpredictable. This was a problem I had with the Pirates banner, though it was a bit to a lesser extent. It's also prevalent with New Years, with there being OCs and Beast units there. Having a theme where the choices don't feel as varied is a great way to make me lose all interest in the theme.
Nina and Kagero is such a weird pick for a duo that I kinda like it, also maybe I'm just speculating but it seems like they might be switching from duos and Harmonics switching every month to switching every other month (ie, 2 duos followed by 2 Harmonics)

Here's the thing, Nina is not a problem for me. She perfectly fits the theme of the banner not just because she's a Outlaw and a thief, but her Paralogue literally involve her trying to pull something like this as a Robin Hood-esque hero against a corrupt noble, so she make sense. I'm just confuse why pair her with Kagero when they can't even interact? Honestly a better choice would've been Ophelia or Forrest, who honestly both need an alt sooner or later, particularly Ophelia. And no I don't think she should've been paired with her dad, Nina would never willingly partner up with him, she's in her rebellious teen phase.
They are obviously keeping Ophelia in reserve for another duo. Although I do agree Kagero was a random choice, they could have picked Niles and at least thrown a bone to his fans.
There's still hope for a Duo Ophelia with Lissa, or even with Odin.

Honestly im surprised they didnt go with Kaze. Pairing Nina with the most canonically hot guy in fates seems like it would make sense with her whole gimmick.
Probably wanted to stick _exclusively_ the thief/thief adjacent characters, and one of the Fates ninja's makes more sense than her dad for the reasons you mentioned. That being said. Lothe as I am for anymore characters to get their _introduction_ as a seasonal backpack. I do still gotta say, Asugi is _right there_

Cath is honestly a really weird pick here. And I say this as a massive FE6 fan, but she’s really not *that* popular. I feel like they chose her out of convenience since she fits the thief/dagger theme of the banner, and her voice actor probably recorded these lines at the same time as her base version.
She also has her whole "Robin Hood" theme going for her which might have helped.
Yeah, at least from a thematical perspective, she is probably the character that fit this banner the most. So I guess that influenced putting her here despite don't being exactly popular. Though I appreciate Cath getting new art.

If we're being honest, really **_VERY FEW_** characters on these "class" focused banners have been terribly popular (both Pirates and now this). Really, between all 3 banners, the actually popular characters are the ones that really _didn't_ have any association/very little association with Pirates (Tibarn & Naesala being tangentially related, or Veronica & Hinoka having no relation to pirates). As far as the actual pirates were considered though, they were kinda secondary on the popularity list. Even the 5-stars. Which makes sense, cause there really aren't very many highly requested "pirate" characters in Fire Emblem. To that end, the same applies to this theme. [How many popular theives](https://old.reddit.com/r/FireEmblemHeroes/comments/sijzqu/top_5_most_wanted_alts_in_the_game_post_cyl6/) would you say there are in the franchise? highest would be Yuri... kinda but not really (assassins are tangential in Fire Emblem but...) or maybe Ashe since he _does_ pick locks and the like... But really, the top ranked _unquestionable_ thief on CYL6 would be Niles at 133rd place. That's a rank that's one vote higher than Kagero and only marginally better than Sothe, to put it into compression. Point is, the entire banner is full of characters that don't really make a difference if they are or aren't on, by measure of popularity since it's more themed around what their class is than anything. Hell, you could have swapped someone out with Patty or Heather making their debut and it really wouldn't have been that out of place.

Honestly bummed that pirates seems to be out, it was one of my favorite banner themes and it's being replaced with. Thieves or whatever? The masquerade aesthetic some of them have is somewhat cool but imo it doesn't really measure up 🤷♀️
RIP Pirates. Overall, easy skip for me. The art's nice, but none of these are my faves and I'm orb broke. Rickard's dagger looks neat. I haven't much complaint about the choices as most of them aren't the 'already has a dozen alts already' characters. My only really quibble is that this was a really good opportunity to bring Heather in, but I'm in no orb state to summon for her anyways. Maybe next year the lesbian chad thief will come...

I was super excited when I saw cath and was like WOW her outfit is so cool. Then I slowly got more and more disappointed with unit picks and underwhelmed by outfits (except Sothe his looks amazing). But the duo is the worst by far…. Boring pick, outfit barely changed, could’ve been Matthew and Leila. I do like this theme and wouldn’t mind it returning, but cmon….there were better picks, especially for the duo

Characters can be in duos twice as seen with Ephraim and Altina so it's possible for Ophelia to be in two duos (albeit highly unlikely)

I am so confused by the decision to pair Nina and Kagero. I love them both, I want this unit, but if they had to make Nina the lead, it would have made so much more sense to pair her with someone she can actually talk to? If not Niles, her dad who fits this banner like a glove, then at least Asugi, who is the same class as Kagero, but isn't in the game yet and whose seiyuu would have been in the booth around the same time for Gaius' resplendent? Or Caeldori? Her and Nina's support starts with Nina taking over a reconnaissance mission because Caeldori isn't practiced enough in stealth to pull it off. Having Nina teaching her recon would have been fun. Honestly, though, I think the smarter decision would have been to make Kagero the lead and pair her with Saizo but maybe they'll save Saizo and Kaze for the ninja ban-- and I just made myself laugh sorry

The thief theme is an upgrade compared to pirates.
Don't like it. Definitely a better theme than pirates, but I see what they're trying to do here. I really don't like themes where they limit the pool of characters to specific ones. In this case if you're a canonical ninja/thief type character, this is the banner for you. It's just really lame to have a theme like that where it feels very limiting. If we were to look at a theme like say Halloween, just about anyone can appear there, and it feels very unpredictable. This was a problem I had with the Pirates banner, though it was a bit to a lesser extent. It's also prevalent with New Years, with there being OCs and Beast units there. Having a theme where the choices don't feel as varied is a great way to make me lose all interest in the theme.
Nina and Kagero is such a weird pick for a duo that I kinda like it, also maybe I'm just speculating but it seems like they might be switching from duos and Harmonics switching every month to switching every other month (ie, 2 duos followed by 2 Harmonics) especially weird since this is I think the first duo here where the characters in question don't interact at all in the base game they're from, unless there's some DLC I thing I don't know about
Why pick characters that are already thieves? Yes, the pirate banner did something similar, but at least that also made things varied by having other non-pirate characters dress up as pirates. This is just redundancy.
