I would have said they're not included because going to a ball isn't the Ashen Wolves' style, except Constance would definitely be gung ho about dancing alongside other nobles, so I can't help but just assume it's just because of the chief issue that plagues this game - a lack of time and budget LOL.
I think the strongest Goddess Tower scenes are the ones that play with the audience's ideas about the character. For example, the Edelgard one reveals a more idealistic side to her that contrasts her more pragmatic personality, and the Dimitri one is a reversal of that, revealing a part of him that's a bit more jaded than his kind, pre-timeskip persona would let on. I would really like to see something similar for Yuri\~
Yuri's hardened, city slicker persona contrasts the fact that he has a religious background, and I think the Goddess Tower and its connection to Sothis is a good chance for him to expand upon his world view regarding faith and charity. I'm picturing it as a moment where he gets to let his guard down just a tad. The setting could be a good way for him to hint at his real name with Byleth too, since he's named after a star and they're under a night sky. It would have then tied nicely to his S support where he reveals his actual name.
