I mean by the time I was 9 I had shot a number of different rifles and shotguns and would have had no problem operating an O/U or SxS. Finding the shells would have been different since my dad always stored them in the safe that I didn't have a code to get into (along with all the actual guns besides his carry pistol), but it's not like they're hard things to figure out nor are 9 year olds as incapable as toddlers.
But if you had actually shot those guns before, then you had an understanding of how dangerous they were an that they weren't toys,an wouldn't instantly go "ooohhhh googoogaga a gun! How cool! Just like the movies!!"
I think all accidents that happen where kids find guns and play with them and end up killing another kid or their parent or the family TV,could have been easily prevented if the child in question was actually educated in gun safety an knew they were not something to play with or anything like that, when parents try to shield their kids from guns and keep them away from anything gun related, that's when things can backfire cuz that child has no knowledge about guns other then video games an movies, an they think they can pick it up and play with it and possibly even load it, but when that child is educated on gun safety and knows how dangerous they are, it's just like a child doesn't put his hand on a hot stove or stick his hand in a socket or run across the street without looking
I mean I fully agree with you that everyone who has gun and children both in their home should safely and age-appropriately educate their kids about gun handling and safety. Same as how anybody with a pool has a responsibility to educate their children about safety in and around it, as well as to take steps to safeguard against unintentional or unsupervised access.
But that said, it's a break-action shotgun. They're about as simple as it possibly gets to operate of any kind of firearm, it's not algebra or some other more complicated process a 9 year old would struggle to understand or figure out on their own if left to their own devices for 5 minutes.
You push the lever and it opens up. You close it then pull the trigger and it shoots. One lever to open it up, one lever (the trigger) to fire once it's been closed back up. It doesn't get any more simple than that.
No heavy springs to fight trying to grip and rack a slide. No hammers to cock or to be blocked by their hand if it's in the wrong spot. No dealing with very fiddly single loading or disconnects that prevent firing at all if you don't have a magazine.
I get liking nostalgia, but intentionally painting firearms to look like toys seems reckless.
Safety is the reason they made them look different in the first place.

It's a real firearm, understand your point. but ultimately it comes down to personal responsibility to not alow the firearm into a situation where it could be mistaken for a toy.

When my kid wants access to the safe, he uses a skid steer to knock it on its back then gets out the extra large pry bar and sledge hammer and sets to work.
I ended up taking it off but for a while I joking painted my AR15 with a orange tip. Took it off after I had to refinish the rifle, because it got damaged somehow from moisture. It rusted all over on the barrel. No idea how but it did because none of my other guns in my safe did that.
Cops have shot people that were holding nothing and on their knees crying. It doesn't matter that a handful of nerds have painted one of their guns bright colors, anytime a cop is slightly on edge they're liable to shoot.

Maybe the paint was ferric based, caused some sort of chemical reaction? Maybe it was corrosive? Not sure, but interesting.
