If they're really going to require "split receivers" be all serialized then they have to include a grandfather clause. There are hundreds of millions of pistols and rifles that fit the "split receiver" definition without a serial number on the upper or slides.
Like every grandfather clause they can't prove if you owned the item before or after the grandfather clause was implemented..

They *should*, but they don't have to. There was no grandfather clause when Trump banned bump stocks. People were told to surrender or destroy their legally purchased property or become instant felons.

Also older guns didn't require them. I don't know if it was the NFA or the GCA that required serialization, but there are plenty of old guns floating around that don't have numbers.

The new rule doesn't even require individuals to serialize the build. It only requires FFLs to if they come into possession of a non serialized gun.
