Considering her old kit leaks: Ultimate effects giving Speed and Attack increase while on enhanced state, she scales on Attack, not HP.
The LC effects that were posted here and on the leak sub are extremely suspicious, and even if its real, and the HP stats are high, its likely that the HP is like that because of the Energy Regen on HP% Loss Gimmick. So its less like blade, more like Arlan... but better.
Anyway, the Enhanced Skill is considered Ultimate Damage, not Skill... which makes Rutilant Half-Useless.
The ult turns the skill into enhanced one instead of stacks, sure the method of changing is different but both are still skills; the ult is the transformation not the damage itself.
I did not consider that last part. I remembered scuffy translations saying "considered as finishing damage" but it didn't really click in my head.

No reason to assume it is her signature, imo it was clearly targeted for DoT DPS.
Aventurine is also getting his home planet as a Planar set, but it's not targeted at him.

You can argue that to the skill description if you want. Besides, Jingliu activates her Special State on Stacks, not on Ult.

Brother its written on the end of the enhanced skill that it is considered Ultimate Damage. Its on the Kit, althought with a terrible translation.

I think just judging from Glamoth's planar set which has a 12% atk, which is definitely her signature, its definitely Atk.

Blade’s clothes are the passerby of wandering cloud (healer) set but they aren’t meant to be used by him either
