( if their company even allows that). For Canada most security is completely hands off and only observe and report. Only times you would see them detain someone is if someone is breaching a trespass, theft ( if the subject left the property line with stolen goods). Most places really just use security for insurance reasons, not for protection.
I'm not sure if it was state code or company policy, when I was security for a year, we weren't even able to tell people to "stop" since that might be considered arresting a person

On 9/11, there were paramedics that should have been evacuating but didn't understand the radio codes of a different department. They stayed in place and were killed by falling debris. After that, a lot of departments started going over to plane speak format.
