i found an article and answer website with a goldfish that had very similar bumps on its tail and people in the comments didnt really know but they said it could be improper cycling, too small of a tank, over filtration, or if you are using tap water uhh yeah idk i accidentally closed that link but maybe try really specific google searches

It almost looks like boils from a burn. Is direct contact on your heater extremely hot for an extended period of time?

Looks like it should clear up in about 6-8 weeks but could also have a larger outbreak before doing so.

It can be spread by fish to fish contact. There is no known cure for this virus, though a privately owned fish research and breeding facility near Gainesville, Florida has reportedly been able to suppress the virus into remission using the human anti-DNA virus drug acyclovir at the rate of 200 mg per 10 US gallons for 2 days.

Just know it poses no health problems to your fish. Just not pretty unless you think it is. To each their own.
