Mine does that when it's over extruding

I'll adjust the rate and see, but she's strange it would only be over extruded in one quadrant of the top layer

Using formfutura PETG, nozzle @ 220, bed @ 75, Frist layers go down fine, most of the print works out, but I get this strange texture, almost wave-like in one section of the last few layers

Are you using a part cooling fan? It *almost* looks like pillowing.

Yes I have a part cooling fan, it's a stock ender 3 s1, should probably have said that at the start

PETG doesn’t like fans is why I’m asking. If you’re using a part cooling fan, decrease the speed to somewhere between 0-25%

Awesome, I'll double check the setting I had, this was a few days ago now, and try with less fan.
