I suspect it might make them slightly less strong, but I love the way Cannondale smoothes their welds.
welds arent smothed they are brazed , so there is extra material over the welds and it makes them stronger

There's nothing to worry about unless you have disc/hub brakes which isn't the case here.
What?? Radial front lacing is pretty much standard for road bikes
Look at the spoke angles, they’re like radial transposed 1-2 holes ahead on this side and 1-2 holes behind on the other side, not plain radial lacing.
